Welsch v. Likins
This class action lawsuit, filed on behalf of Patricia Marie Welsch, a resident of Cambridge State Hospital, lasted 17 years. Attorneys Luther Grunquist with Anne Henry, both of Legal Aid’s Minnesota Disability Law Center, served as plaintiff counsel on the case. In the beginning, the suit focused on the substandard conditions of state hospitals; in later years, the focus was on moving residents from the hospitals and on their quality of care after transitioning from the facilities.
